ADMISSION OF FOREIGN CITIZENS

Foreign citizen is a person who is not a citizen of the Russian Federation and who has citizenship (allegiance) of a foreign state *.

1. All foreign citizens, regardless of citizenship, have the right to matriculate on a contractual basis (fee-paying basis). Submission of additional documents indicated in i. 3.1. is not required.

2. The right of matriculating on a budget-subsidized basis (free training) is possessed by:

2.1. Persons having a referral for training issued by the Ministry of Education and Science of the Russian Federation (admission within the framework of the quota of the Government of the Russian Federation to the education of foreign citizens).

2.2. Citizens of the following countries:

2.2.1. The Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, the Republic of Tajikistan (no additional requirements).

2.2.2. The Republic of Armenia, the Republic of Moldova, the Republic of Uzbekistan, Ukraine, Georgia, the Republic of Azerbaijan, Turkmenistan, the Republic of Estonia (there are additional requirements established by an international treaty of the Russian Federation with the corresponding state**).

2.3. Countrymen. When enrolling in the Academy as a compatriot, it is necessary to submit documents (other evidence) confirming:

- in relation to the parent of the applicant: citizenship of the USSR (as a rule, birth certificate of the USSR, USSR passport); citizenship now (usually a passport of a foreign citizen); currently living abroad (as a rule, a passport with a stamp in the column "Place of residence", official extracts, certificates, etc.);

- in relation to the descendants of a compatriot (applicants): proof of relationship with the above-mentioned person (as a rule, a birth certificate, passport with a stamp in the column "Children"); currently living abroad (as a rule, a passport with a stamp in the column "Place of residence", official extracts, certificates, etc.).

Foreign citizens who have the right to free education can simultaneously participate in the competition both on the budget-subsidized basis and on the contractual basis.

3. To participate in the competition for admission to the Academy on the contractual and (or) budget-subsidized basis, it is necessary to submit in accordance with the deadlines set by the Rules for Admission:

application for admission; identity document of citizenship, or the identity of a foreign citizen (or a copy thereof); document on the previous level of education with the application (or its copy); documents confirming individual achievements of the applicant, established by the Rules of admission (submitted at the discretion of the applicant); 4 photos 3x4 cm (for persons enrolling not on the basis of the USE results, but by the results of examinations conducted by the Academy).

3.1. When enrolling on the budget-sudsidized basis, a foreign citizen provides additional documents for compatriots (see above, paragraph 2.3.), as well as for citizens of the countries indicated above in paragraph 2.2.2. If, while enrolling in the Academy, a foreign citizen submits a document on previous education, obtained not in the Russian Federation, but in a foreign state, then he/she must also submit a certificate from the Russian Federal Service for Supervision of Foreign Education or go through the recognition procedure directly at the Academy. Documents issued in a foreign language are provided with a notarized translation into Russian.

If a foreign citizen enrolls in a Bachelor’s program and a Specialist’s program in full-time or part-time (evening) forms of study, then the above mentioned documents must be submitted within the following periods: from June 20 to July 26 - for applicants enrolling on the basis on the USE results, from June 20 to July 10 - for applicants enrolling not on the basis of the USE results, but on the results of examinations conducted by the Academy.

For admission, foreign citizens pass 3 exams at the Academy in the form of testing or provide the results of the Unified State Exam (at the option of the applicant).
