about the direction

The master's program "State and Municipal Finance" is implemented by the teaching staff of the Department of Economics and Finance and leading experts with many years of experience preparing students for professional activity in the field of state and municipal finance.

The main types of professional activity are: analytical; organizational and managerial; consulting; and research related to the management of state and municipal finances.

Master’s program provides training for masters with theoretical, practical and analytical competencies in state and municipal finance based on the introduction of scientific achievements into the educational process, as well as a combination of the best traditions of Russian higher education with new requirements that are dictated by modern globalization processes and the development of "the knowledge economy”. Particular attention is paid to convergence of theory and practice in the educational process.

As part of the educational program, active research is being conducted, the main areas of which are: development of the organization of the budgetary system based on the principles of budgetary federalism, reform of the budget process in the context of introducing the PBB concept (performance-based budgeting), financial provision of state and municipal services, and pension system reform.

The issues of research meet the needs of the development of state and municipal finances of Russia.

The master’s educational program in the direction of “Finance and Credit” is intended for the methodological support of the educational process and involves the formation of students' general cultural and professional competencies in accordance with the requirements of the FSES of HE in this direction of master’s training.

In the field of education, the goal of the program is the formation of a civil patriotism of students, the preparation of a well-rounded personality that meets the contemporary needs of social development.

In the field of training, the goal of the educational program is to achieve a high educational level through the formation of an effective professionalism of a master's degree in “Finance and Credit”, which ensures high competitiveness in the regional labor market.

The program is aimed at preparing masters with theoretical and practical skills in the field of state and municipal finance; focuses on the study of conceptual changes in the management of state and municipal finances in the context of PBB (performance-based budgeting), problems of introducing elements of financial management of the main administrators of budgetary funds, institutional changes in the budget sector of the economy, and involve non-state institutions in implementation of the obligations of public legal entities.

Career prospects

After graduating from the magistracy graduates can apply for leadership positions in the direction of "State and municipal finance." For further employment of graduates, there are cooperation agreements with state and local government bodies, banks and large state organizations.
