Master’s programs "System of State and Municipal Management" and "Management and Economics of Healthcare" are implemented by the teaching staff of the Department of State and Municipal Administration and leading experts with many years of experience preparing students for professional activities in the field of state and municipal management.

The main types of professional activities of graduates are: organizational and managerial; project, and administrative and technological.

The master’s degree program provides training for masters with professional competencies in state and municipal management based on the introduction of scientific achievements into the educational process, as well as a combination of the best traditions of the Russian higher education with new requirements that are dictated by modern processes of informatization and digitalization of the state and municipal government.

The field of professional activity of graduates of the master's program includes state and municipal administration; administration in state and municipal institutions and enterprises; administration in the social sphere; and management in non-profit and other organizations.

The objects of professional activity of graduates of the master's program are the state authorities of the Russian Federation, state authorities of the constituent entities of the Russian Federation, local governments, state and municipal enterprises and institutions, civil society institutions, public organizations, non-profit and commercial organizations, international organizations and international governing bodies, other organizations, units for relations with government and municipalities with the relevant bodies and citizens.

As part of the implementation of the educational program, an active research work is being carried out (R & D), the main areas of which are related to management, strategic planning and information and analytical support for the socio-economic and political development of the region. The problem of research meets the needs of the development and improvement of the system of state and municipal government of Russia.

Educational programs of the magistracy in the direction of “State and Municipal Administration” are intended for the methodological support of the educational process and imply the formation of general cultural and professional competencies in students in accordance with the requirements of the FSES of HE in this direction of Master's training.

In the field of education, the goal of the programs is the formation of civic patriotism of students, preparation of a well-rounded personality that meets the modern needs of social development. In the field of training, it is the achievement of a high educational level through the formation of an effective professionalism of the master, providing him or her with a high competitiveness in the labor market.

The programs are aimed at preparing masters, possessing not only theoretical knowledge, but also practical skills in the field of state and municipal administration; and focused on the study of conceptual changes in the system of state power and local self-government.

Career prospects

Today, the magistracy is the second level of a two-tier system of higher education, which graduates professionals with in-depth specialization who are capable of solving complex problems.

After graduating from the magistracy graduates can apply for leadership positions in the direction of "State and municipal administration". For further employment of graduate masters, there are cooperation agreements with state and local government bodies and large state organizations.

The main task of the magistracy is to prepare professionals for a successful career in international and Russian companies, as well as analytical, consulting, design and research activities.

Persons, who have successfully completed the magistracy and defended the graduate qualification work, are awarded with an academic qualification of master’s degree and receive a state-recognized master's diploma.

When studying for a master’s degree, a student acquires a number of advantages:
