CENTER «HIGHER SCHOOL OF PUBLIC ADMINISTRATION»

History

In September 2013, “Higher School of Public Administration” was established at the Russian Academy of National Economy and Public Administration under the President of the Russian Federation. The structure is actively developing not only in the head campus in Moscow, but also in the branches of the Academy across the country, and now it has been formed in the Altai branch of RANEPA.

The creation of “Higher School of Public Administration” of RANEPA (HSPA) is one of the new priorities for the university. “Higher School of Public Administration” is a combination of science, socio-economic, humanitarian and business education. The leading activities of “Higher School of Public Administration” are information-analytical and advisory support of the activities of government bodies, assessment of business qualities of state and municipal employees, formation of personnel reserve at all levels.

OBJECTIVES

The Center “Higher School of Public Administration” as part of RANEPA was created with the aim of implementing additional professional education programs for state and municipal employees, training the personnel reserve, assessing competencies and qualifications of officials of the constituent entities of the Russian Federation. Also, one of the tasks is expert and analytical support of federal and regional government bodies and local self-government.

The branch already has many years of experience in interacting with the authorities. During the years of its existence, more than 8,000 students have been trained here - civil servants of the Altai Territory and the Siberian Federal District, heads and specialists of local governments, deputies of the Altai Regional Assembly and Barnaul City Duma.

From now on, the Altai branch of RANEPA is engaged not only in the professional development of state and municipal employees, employees of autonomous state and budget institutions, subjects of natural monopolies, state corporations, other legal entities and individuals, as well as a reserve of managerial personnel, but also in more in-depth work with personnel government agencies.

The Center "Higher School of Public Administration" is:

  • Comprehensive assessment system - assessment of professional knowledge and personal and professional diagnostics;
  • Staffing system - the formation and development of the personnel reserve of state and municipal services;
  • System of professional development of state and municipal employees;
  • Expert analysis and consulting support of the activities of government bodies and local governments.

BRANCH – CENTER FOR WORK WITH PERSONNEL RESERVES

In the Altai branch, the System of work with the reserve of the managerial personnel and personnel reserves of state and municipal services is formed taking into account the conceptual framework, clarifying priorities, selection of mechanisms and tools.

BRANCH – CENTER FOR ASSESSMENT OF STATE AND MUNICIPAL EMPLOYEES

The branch accumulates experience in organizing and conducting various types of assessment of managers and specialists of business structures, state and municipal employees.

Methodologies and assessment systems:

  • complex systems of personal and professional diagnostics;
  • test complexes for assessing professional competence;
  • technology analysis of job competences.

The results of the assessment to improve the efficiency of the use of the human resource of state administration and local self-government can be applied for:

  • improving the efficiency of staff appointments;
  • creation of individual training and development programs;
  • formation of personnel reserves;
  • effective career planning;
  • rotation and promotion.

 

BRANCH IS A STRATEGIC PARTNER OF GOVERNMENT BODIES AND  STATE ADMINISTRATION

The branch realizes:

  • Over 80 cooperation agreements with federal and regional authorities and local governments.
  • More than 300 managers and specialists of the authorities participate in the training process as experts and teachers;
  • Teachers of the branch are external experts, members of commissions, councils, working groups at government bodies;
  • Conferences, round tables and master classes are regularly held with the participation of representatives of state and local government bodies.
