In its international activities the Altai Branch cooperates closely with the Academy. Primarily, the activities are associated with the profile of the institution and aimed at establishing academic links with similar institutions abroad.

The main purpose of the projects our faculty and staff have been involved in is:

  • exchange of experience in the field of training of state and municipal servants;
  • training, retraining, and advanced training of teachers and employees of the Branch taking account of international experience.

Today, international cooperation is conducive to maintaining a high level of scientific education and research of the Academy. We look to further participation of teachers and students in international conferences, grants, and contests.

 

PROJECTS AND EVENTS

 

June 6-9, 2018 the student of the direction of State and Municipal Administration of the Altai Branch of RANEPA Andrey Melentiev took part in the international conference "Digitalization in Economic and Scientific Cooperation between Russia and Germany: graduates of German programs exchange experience and discuss their professional perspectives".

The conference was held at the Samara National Research University named after Academician S.P. Korolev and was supported by the Julius and Maximilian Würzburg Universities (Bavaria, Germany), the Ministry of Foreign Affairs of the Federal Republic of Germany, the German Academic Exchange Service DAAD, and the German-Russian Forum. Representatives of these organizations spoke at the conference.

Within the framework of the conference, presentations were made, a number of workshops, seminars and discussions were held, at which participants tried to find answers to the main questions stated at the conference: how are the forms of communication and cooperation in science and the economy changing in the era of high digital and space technologies? What are the specifics, needs and prospects of modern scientific and educational management in the field of German-Russian relations? Also within the framework of the conference there were meetings with representatives of the leadership of the Samara region, the participants visited Samara enterprises with German investments "Robert Bosch" Samara "and" Eurotechnika ".

The participation and speech of Andrey Melentyev aroused great interest among foreign colleagues to the Altai Branch of RANEPA, which is successfully entering a new stage in the development of international cooperation.

 

May 15, 2018 Junior researcher, associate professor of the Department of Humanities and Science Disciplines of the Altai Branch of RANEPA, Vladimir Petrovich Barbashov took part in the international scientific and practical conference "Poland-Russia: Civil Dialogue". The event was held in Warsaw with the support of The Stefan Batory Foundation.

Vladimir Petrovich made a scientific report "Perspectives of cooperation of the Altai branch of the Russian Academy of National Economy and Public Administartion with higher educational institutions in Poland", which was accompanied by the presentation of our university. As a result, preliminary agreements were reached on cooperation with scientists from Zhezhivsky University, Wroclaw University and Adam Mickiewicz University in Poznan.

 

1-2 March 2018 The Junior Researcher of the Department of Humanities and Science Disciplines of the Altai Branch of RANEPA, Vladimir Petrovich Barbashov took part in the First International Interdisciplinary Scientific Symposium "Interaction of Inclusive Education and Language Education", which was held at the Berlin Humboldt University (Berlin , Germany) within the framework of the international scientific project "Professional-Didactic Qualification of the Teaching Staff in the Modern Paradigm of Inclusive Education".

V.P. Barbashov made a presentation in which he shared the experience of the Altai Branch of RANEPA in the field of inclusive education. The speech of the Academy’s teacher aroused interest among foreign colleagues, some of them expressed a desire to cooperate with the department and the branch as a whole.

 

February 20, 2018 Teacher of the Department of State and Legal Disciplines of the Altai Branch of RANEPA Kazmina Yekaterina Alexeevna took part in the innovation course of qualification "Admissibility of Evidence in the Criminal Process: Provocation and Other Illegal Methods of Operational Investigative Activities in the Light of ECHR Standards" in Ulan-Ude (The Republic of Buryatia). The course was organized by the Law Institute of the Irkutsk State University in conjunction with the Federal Chamber of Advocates of the Russian Federation, the Chamber of Advocates of the Republic of Buryatia and the European Human Rights Education Program implemented by the Council of Europe - HELP (Humah Rights Education for Legal Professionals).

Kazmina EV, being a certified trainer for the HELP program, joined the team of trainers who conducted training sessions for the course's listeners.

The training took place in a distance format. Interaction of trainers and participants was carried out by means of a special Internet platform allowing performing individual tasks, preparing protection plans for specific educational matters and drafting procedural documents. Based on the results of the training, the participants who successfully completed all tasks received certificates of training of the Federal Chamber of Advocates of the Russian Federation, certificates of the HELP program

 

On February 8, 2018, within the framework of the Days of Science in the Altai Branch of the Russian Academy of Science and Technology, the VII regional scientific and practical conference with international participation was held. The project activity of the students was attended by more than 120 participants from 30 educational institutions of the Altai Territory and the Republic of Kazakhstan.

Within the framework of the international cooperation with colleagues from the Republic of Kazakhstan, Akhatova Madina, a 9th form pupil (KSU Akimat of Ust-Kamenogorsk "School No. 16 named after Zky Akhmetov") took part in the conference, who, during the work of the local lore section, made a presentation "Abai land and secrets Zhidebaya" and won an honorable III place.

Her supervisor, Alua Seilkhanovna Kizatullina noted: "I would like to thank the branch for organizing such a significant event, the warm welcome and invitation! It's a great honor for us to take part in the conference and take the prize". Colleagues from the Republic of Kazakhstan expressed hope for further fruitful cooperation, which opens new horizons and enables young learners to realize their scientific potential.

 

February 1, 2018 In the Altai branch of the RANEPA, an intercollegiate round table was held with international participation on the theme "Actual linguistic legal problems in the context of globalization in the 21st century". The event became a joint project of the Department of Civil and Legal Disciplines and the Department of Humanities and Natural Science Disciplines.

The round table was attended by teachers, scientists from universities of Altai Krai, practicing lawyers, specialists of the government bodies of the Russian Federation, as well as scientists and experts from the Federal Republic of Germany and the Kyrgyz Republic. Within the framework of international cooperation with the Kyrgyz National University. Zh. Balasagyn (Bishkek, Kyrgyz Republic and European University Viadrina (Frankfurt-on-Oder, Germany) Shermatova Saadat Nurlanovna made the scientific report on video communication "The place and role of the Russian language in the system of higher professional education of the Kyrgyz Republic" and Dr. Peter Rosenberg made the scientific report "Modern Problems of Migration and Integration in Germany".

 

November 24, 2017. Students of the direction of "State and Municipal Management" of the Altai Branch of RANEPA became participants in the 1st International Russian-German Scientific Seminar "The Lifestyle of Modern Man: Culture, Traditions, Technologies", which was held on the basis of  Altai State University.

The seminar was held with the participation of the Viadrina European University (Frankfurt-on-Oder, Germany), with which the Department of Humanitarian and Natural Science Disciplines of the Altai Branch of RANEPA maintains close scientific ties within the framework of international cooperation. Junior researcher of the department Vladimir Petrovich Barbashov became a member of the organizing committee of the event, delivered a scientific report, and also carried out simultaneous translation of video reports of colleagues from Germany, speechwriter of the Foreign Minister of Germany Simon Faut and Dr. Peter Rosenberg (Department of Linguistics, Department of Culturology, European University Viadrina).

The scientific problems of the seminar were interdisciplinary, the presented research of the lecturers was carried out at the junction of linguistics, philosophy, sociology, history, culturology and geography, which corresponds to the scientific research of the department of Humanitarian and Natural Science Disciplines.

 

November 18, 2017 Junior Researcher of the Department of Humanitarian and Natural Science Disciplines of the Altai Branch of RANEPA, Candidate of Philology, Vladimir Petrovich Barbashov, from November 16 to 18, 2017, took part in the international research conference "The Message of Books - the Life and Work of Charles Dedezius" the memory of the world-famous linguist, translator and public figure of the world’s importance. The conference, which brought together scientists from different countries, was held at the German-Polish Research Institute Collegium Polonikum (Slubice, Poland) and the European University Viadrina (Frankfurt-on-Oder, Germany). The organizers of the conference were also the University of Lodz (Lodz, Poland) and the University of Adam Mickiewicz in Poznan (Poznan, Poland). Vladimir Petrovich Barbashov spoke in German with the presentation of the Altai Branch of RANEPA and the scientific report on the topic "Collective intentionality in the translations of K. Dedetsius of the works of Russian poets."

The presented scientific research is interdisciplinary in character (at the junction of philosophy, linguistics and history) and carried out within the framework of student research of the Department of Humanitarian and Natural Science Disciplines. According to the results of the conference, by June 2018 a collection of scientific papers will be published.

 

On October 12, 2017, a delegation from Austria arrived in the Altai Territory with a trade and economic mission to establish business contacts.

Within the framework of the visit, the delegation got acquainted with the Altai Branch of the Russian Presidential Academy of National Economy and Public Administration.

The members of the delegation were the representatives of The IMC University of Applied Science Krems - Director of International Programs Jens Enne and Head of International Projects Andrea Stopajnik.

The guests appreciated the buildings, technical equipment, style and comfort of the Academy. At the meeting with the management and teaching staff of the university foreign colleagues discussed the possibilities of collaboration.

 

From July 7 to 8, 2017, Vladimir Petrovich Barbashov, an associate professor of the Department of Humanities and Natural Sciences of the Altai Branch of RANEPA, took part in the international scientific and practical conference "Problems of Migration, Language and Linguistic Minorities."

The conference was held at the European University of Viadrina (Frankfurt-on-Oder, Germany).

Barbashov V.P. delivered a scientific report on the current interdisciplinary theme "Verbalization of the concept "RUSSIAN WORLD" in German and English: why does the West not understand modern Russia? (comparative analysis)." He also presented the Altai Branch of RANEPA in order to establish links between our Academy and foreign colleagues, as experts from other countries, such Germany, Poland, France, Portugal, Abkhazia and even Brazil participated in the conference.

As a result, an agreement was reached with colleagues from the European University of Viadrina to conduct joint research, participate in joint conferences, roundtables, webinars, and publish joint scientific papers (monographs, articles, theses, etc.). The students' internships were also discussed. In addition, a preliminary agreement was reached on cooperation with colleagues from the Federal University of Rio de Janeiro (Brazil) and Sukhumi State University (Abkhazia).

Such events confirm that the Altai Branch of the Russian Presidential Academy of National Economy and Public Administration is confidently entering the international level of interaction and opening up new horizons for cooperation with colleagues from other universities in the scientific and educational spheres.

 

February 5, 2016 Memorandum of Understanding between RANEPA and Academy of Management under the Government of Mongolia was signed. Collaboration involves joint events, sharing of scientific experience, student mobility and other activities.

The signing took place during the plenary session of the International scientific and practical conference «Current problems of improvement of state and municipal administration system in Russia at the present stage», dedicated to the 15th anniversary of the Altai branch of RANEPA. Rector of RANEPA Vladimir Mau, director of the Altai branch of RANEPA Igor Panarin, and Rector of the Academy of Management under the Government of Mongolia Tsevegmed Baatartogtoh set their signatures in the document.

 

January 5-15, 2016 1st year student from specialty «Economics» of the Altai branch of RANEPA Anastasia Ozhgihina became a participant of the winter ethnocultural language camp «Deutsch2@Mannheim.de» for young people from Russian Germans in Germany.

Nastia gained this possibility by winning the «WWW.Warum_ich.de?» competition organized by the International Union of German culture. For participation in the contest it was needed to prepare creative project, which consisted of a comprehensive essay about the German language and its place in life of the contestant. The essay of our students became one of the best, and she travelled to Germany.

In total 30 children from Russia were involved in language camp. Every day they had an intensive study of German language with teachers from the universities of Germany, visited the artistic studios. Also several tours to the cities of Germany were organized for the participants of the camp and due to the topic of the camp «Knights» students even visited two medieval castles.

 

December 9, 2015 a group of students of the Altai branch got certificates of successful completion of the original course of «Siberian American» Sandy Krolick.

During the month in the branch took place the author’s course of Sandy Krolick – an American writer and English teacher, who has been living in Barnaul for many years.

The participants of the course were students of the Academy with the best knowledge of English. Students had to perform several tasks to join a group. As a result, Sandy Krolik worked with a group of six students from different years of education and specialties.

The course included 4 lectures and 4 seminars. Classes were focused on the basics of culture and issues related to cross-cultural communication. Particular attention was paid to the concept of cultural progress and open-mindness. In addition to class work students also were given a number of control tasks.

 

April 8, 2015 took place a meeting of Chief Consul of the Federal Republic of Germany in Novosibirsk Viktor Richter with lecturers and students of the Altai Region, which was attended by students and our Academy. During the meeting the participants discussed the issues of students’ and lecturers’ mobility, international exchanges, changes in visa policy, as well as prospects for the development of international relations between Russia and Germany in the sphere of education.

 

August 26, 2014 was signed a memorandum of cooperation in education between the Altai Branch of the Russian Academy of National Economy and Public Administration and the Prague University of Economics and Management. The documents were signed by Director of the Altai Branch of RANEPA Igor Panarin, and Rector of the University of Economics and Management Milan Jacques.

The plans of the partners are cooperation in development and implementation of international educational programs, participation in research projects. Also, the agreement will give the Academy an opportunity to send students, faculty and staff for traineeship in the Czech Republic. The biggest prospect which opens to the students of the university is the possibility to obtain a double diploma of European level.

This agreement shall remain in effect for three years, after which it will be automatically renewed for the same term.

Currently, a program of events that will take place in the framework of the memorandum is being developed.

 

April 2, 2014 Alexey Pyrikov, assistant professor of the chair of humanities and natural sciences attended a seminar conducted by Head of DAAD Division of Russian Federation and Belarus in Bonn, Mr. Thomas Prahl.

The event was held at the Novosibirsk State Technical University. Such issues as college and university partnerships, Eastern Partnership, Go East programs and DAAD summer schools in Russia, German courses in Russia, the double degree program, as well as forms of support from the German Academic Exchange Service were discussed at the meeting. The seminar also presented current possibilities of cooperation between Russian and German universities.

 

In February 2009 in the framework of the agreement about collaboration Holtshausen-educational center of Bavarian School of Management (Utting-on-Ammersee, GFR) hosted the second stage of international scientific-methodological seminar “Features of Organizing the Budget Process in Russian Federation and German Federal Republic”. The topics for discussion were:

  • The structure of organs of local authorities of Bavaria Land;
  • The system of municipal education management (after the model of Landsberg);
  • Law aspects of state and municipal service in GFR,
  • Municipal finances household;
  • Bavarian school system;
  • State regulation of social and economic development and inter-budget relations.

The members of the Altai delegation were the representatives of Budget Taxation and Credit Policy Committee of the Altai Region Legislative Assembly, Central Administration of Economy and Investments of the Altai Region, Finance Taxation and Credit Policy Committee of the Altai Region Administration and also the representatives of finance municipal bodies of the Altai Region. I.A. Panarin, the director of the Altai Branch of the federal state educational institution of higher professional education Siberian Academy for Public Administration in Barnaul, K.V. Gordeev, acting deputy head of the Chair “Economy and Finance” and N.S. Melnikova, senior lecturer of the Chair “State Service and Personnel Policy”.

 

In November 2008 the Altai Branch of SAPA hosted international scientific-methodological seminar “Specific features of forming budget in Russian Federation and German Federal Republic.” Our branch organized this seminar together with the Bavarian School of Management and Committee of Finance, Taxation and Credit Policy of the Altai Region Administration. Servants of state bodies and local authorities of the Altai Region were the members of the seminar. German partners were:

  • Paul Elbert (state servant of federal migration and migrants service of GFR);
  • Hans-Peter Shrot (senior servant of Bavarian Ministry of Education and Culture).

The purpose of the seminar was to exchange the experience of using modern ways and methods of budget means management at regional and municipal level. The participants also exchanged the information concerning the directions of improving the system of regional and municipal finances management and the problems of budget process in Russia and abroad today.

 

May 30th, 2008 the Altai Branch hosted a round-table “Legislative Regulating and Fighting against Corruption. Russian-German Experience”. A draft law “Counteraction to Corruption in the Altai Region”, worked out by the Prosecutor’s Office of the Altai Region was one of the topics of discussion. B.Larin deputy governor of the Altai Region opened the sitting. The partners were: V. Vlasov, chief federal inspector of the Altai Region, the representatives of the Altai Region Administration, GUVD and UFSB of the Altai Region, the Altai Region Court, the Court of Arbitration, the Prosecutor’s Office of the Altai Region, the Altai Region Legislative Assembly,the House of Lawyers, lecturers of the Altai Branch of SAPA and the Altai Academy of Economy and Law. Dr Raymund Helfrih deputy director of state servants training department shared his experience of anti-corruption efforts in Germany and analyzed the draft law, which the Prosecutor’s Office of the Altai Region is working out now. The draft law was also analyzed by the expert group under Znamenshchikov R.V., the head of the Chair “Constitutional and Administrative Law” of the Altai Branch of SAPA, candidate of Jurisprudence.

 

In November 2007 in the framework of the agreement about collaboration the Altai Branch of SAPA Natalya Yakovleva, full-time student of the specialty “State and Municipal Management” had an internship in the municipalities of Landshut District.

 

May 19th, 2006 the Altai Branch received the delegation from Bavarian School of Management. Joseph Tsigler (chairman of the board of the Bavarian School of Management), Raymund Helfrih (deputy director of state servants training department) and Dr Lents came to Barnaul on return visit. The programmer of the meeting included:

  • Joseph Tsigler’s lecture “The Problems of European Integration” for full-time students;
  • Joseph Tsigler’s lecture “Content and Sphere of Municipal Law Action, Organizing Municipalities, Law Status and Authority of Municipal Bodies, Citizens’ Participation in Municipal Management” for the chiefs of municipal organizations of the Altai Region;
  • Dr Raymund Helfrih’s lecture “The use of microeconomic theory elements in state and municipal management, municipal infrastructure and its Financing” for the specialists of municipal organizations’ economy and finances in the Altai Region;
  • Visit to Administration, Information and Consultative Center of Barnaul.

Teachers and students of the branch attended the lecture and took an active part in the discussion.

SAPA has an agreement about collaboration with the Bavarian School of Management (Munich). In the framework of this agreement on June 14th, 2007 the delegation from Landshut District (Bavaria) came to the Altai Branch of SAPA. The members of the delegation were:

  • Dr Peter Tsigler (independent lawyer);
  • Johan Winklmayer (land-department specialist);
  • Manfred Lyab (municipal finances specialist, a member of part-time staff of Bavarian School of Management and High School of Civil Service in Hofe).

Dr Lyab delivered the lecture “The Problems of Controlling the Financial Activity of Municipal Organizations” for the finance specialists of regional and municipal administrations.

Peter Tsigler gave the lecture “The Problems of European Union” and the lecture on Civil Service in Germany to the students of our branch.

The programmer of the meeting included:

  • Visit to Barnaul Administration;
  • Seminar hosted by the Altai Branch of SAPA on the problems of effective use of municipal land;
  • Johan Winklmayer’s report to the specialists of the Altai Administration in Barnaul.

September 5th, 2006 the Altai Branch of SAPA hosted the presentation of the international project “Global University SystemSiberiaAltai Mir”. Partners were representatives of SAPA and the members of American delegation:

  • Dr Takeshi Utsumi (the leader of the project “Global University SystemAltai Mir”, leader of Global System Analysis and Simulation Association (USA)).
  • Linda Hoakin Israel (expert of the project)
  • Carol Hiltner (initiator of the project)
  • The representatives of regional administration

The purpose of the project is to apply modern technologies of distant training and television-medicine for the development of managerial local system and bettering the quality of life of citizens.

The AB of SAPA has collaborated and continues to develop contacts with the Bavarian School of Management (Munich). In December 2005 the Director of AB of SAPA I.A.Panarin was trained in the Bavarian School of Management. He visited Landshut, the region of Nether Bavaria. In the framework of agreement about collaboration he made a scientific report to exchange the experience of state and municipal servants training in educational institutions of Siberian Federal Region.
